From 1972 this publication was issued after each Annual Meeting of the Commission and contains the actual proceedings of the meetings of plenary sessions, panels, and standing committees of the Commission, except those of the Standing Committee on Research and Statistics (see Redbook). From 1951 to 1971, meeting proceedings were issued as mimeographed reports identified individually by serial numbers, and those issued during 1963-1971 were subsequently collated into a single (unpaged) volume for each year. This publication is prepared solely for distribution to meeting participants and others directly involved in the activities of the Commission.
