The inaugural meeting of NAFO was held in Montreal, Quebec, Canada, 8-9 March 1979.

The meeting was called to order by the Chairman, Dr A. W. May of the Depository Government, who welcomed representatives from Bulgaria, Canada, Cuba, The European Economic Community (EEC), the Faroe Islands (Denmark), the German Democratic Republic (GDR), Iceland, Japan, Norway, Poland, Portugal, Romania, Spain, USSR, USA and the Food and Agriculture Organization of the United Nations (FAO).
